The short version
Both produce a short-term increase in range of motion and neither breaks up fascia. That claim gets repeated everywhere and it is not what the research shows. What both reliably do is reduce perceived soreness and improve flexibility for a short window, which is genuinely useful before a run. A foam roller costs about twenty five dollars and does this for the large muscle groups. A massage gun costs several times more, is easier on the hands, and travels better.

Do these prevent injury?
There is no good evidence that either prevents running injuries. Training load management, sleep and strength work do far more for injury risk than anything you roll or vibrate. Treat these as comfort and mobility tools, which is a reasonable thing to own.
Should I use them before or after a run?
Before, if the goal is range of motion, since the effect is short lived. After, if the goal is feeling less sore. Neither is a substitute for a warm up that actually raises your heart rate.
When should I not use them?
On an acute injury, over a suspected stress fracture, on numb or swollen tissue, or anywhere that hurts sharply rather than achingly. Pain that persists, that is focal on bone, or that changes your gait is a reason to see a physiotherapist or a doctor, not a reason to roll harder.
