What does a waterproof rating mean?

Hydrostatic head measures the water pressure a fabric resists before leaking, and race kit lists frequently specify a minimum. A jacket described as water resistant or showerproof usually does not meet it. Check the manufacturer's stated figure rather than the marketing word.

Do waterproof jackets need reproofing?

Yes. The durable water repellent finish wears off and the face fabric starts wetting out, which feels like the jacket leaking even when the membrane is fine. Wash it with a technical cleaner and reproof it, and do this before a race rather than after.

Can I carry both?

Plenty of mountain runners do. The waterproof lives in the bottom of the vest for the kit check and the weather, and the wind shell is what actually gets worn. It is a fair amount of weight for two garments, so decide by the forecast.
